Putin Says Russia Had To Help 'Brotherly' Ukraine (Clean)

Russian President Vladimir Putin says Moscow does not oppose closer ties between Ukraine and the EU, but that Russia was compelled as a "brotherly country" to offer Kyiv a bailout package.
